2025年广东省知识产权保护状况

  2025年,广东坚持以习近平新时代中国特色社会主义思想为指导,全面贯彻落实党的二十大和二十届历次全会精神,深入学习贯彻习近平总书记关于知识产权工作的重要论述和视察广东重要讲话、重要指示精神,按照省委、省政府和国家知识产权局工作部署,统筹推进知识产权保护工作,全面构建“严保护、大保护、快保护、同保护”工作格局,纵深推进知识产权强国先行示范省和国际一流湾区知识产权强省建设,取得了显著成效。广东区域创新综合能力和知识产权地区发展指数分别连续9年和13年居全国首位,“深圳—香港—广州”创新集群首次跃居全球创新百强榜榜首,全省高价值发明专利拥有量、PCT国际专利申请量、有效注册商标量等关键指标均居全国首位,有力服务我省经济高质量发展。

  一、强化统筹引领,知识产权治理体系更加完善

  加强统筹部署。广东省委、省政府高度重视,将知识产权保护纳入重要议事日程,知识产权“十五五”规划作为省政府重点专项规划。省政府与国家知识产权局持续深化部省共建,联合印发实施《共建国际一流湾区知识产权强省2025—2026年工作要点》,共同推进粤港澳大湾区知识产权保护高地建设。省政府召开在粤外资企业知识产权保护工作专题研究会,对知识产权相关工作作出具体要求。省知识产权战略实施工作联席会议办公室印发《广东省知识产权强省建设和“十四五”规划实施2025年度推进计划》,部署知识产权强省建设年度重点任务和工作措施。

  夯实法治保障。持续宣贯《广东省知识产权保护条例》《广东省版权条例》《广东省地理标志条例》等地方性法规,修正《广东省专利条例》。省法院出台《关于以高质量知识产权审判工作促进人工智能科技创新和产业发展的意见》,为人工智能科技企业提供稳定、透明、可预期的创新法治环境。

  推进试点示范。深化广州市、深圳市国家知识产权保护高地建设,广州、深圳7个案例入选第一批重点城市(地区)知识产权保护改革实践优秀案例。全省累计获批10个国家知识产权强国建设试点示范城市、21个试点示范县、8个试点示范园区,累计建设8个特色型知识产权强市。积极推进数据知识产权地方试点。深化实施“黄金内湾商业秘密保护创新工程”三年行动计划,全省共有5个全国商业秘密保护创新试点地区,24个“黄金内湾商业秘密保护创新工程”先行区,1200多个各类基层服务点或工作站。“广东省深圳市构建立体化海外维权工作格局,护航企业扬帆出海”“中国科学院深圳先进技术研究院构建‘成果超市’,驱动知识产权高效转移转化”等2项经验入选知识产权强国建设第四批典型案例。

  提升综合实力。2025年,全省新增高价值发明专利4.32万件,累计达41.09万件;新增PCT国际专利申请2.70万件,累计达33.16万件;新增商标注册70.99万件,有效注册商标量累计达955.52万件,均居全国首位。第二十五届中国专利奖广东共获奖226项,其中金奖12项、银奖21项、优秀奖193项,均居全国首位。全省全年著作权登记总量37.59万件,其中一般作品登记4.84万件;计算机软件著作权登记32.75万件,占全国计算机软件著作权登记总量的10%,居全国首位。全省农业植物新品种权申请量新增562件,累计4134件;获农业植物新品种授权新增317件,累计1659件;获林业植物新品种授权新增4件,累计384件。新获批地理标志产品4个,全省累计获批地理标志产品226个。

  二、坚持严格公正,知识产权司法保护全面加强

  充分发挥知识产权审判职能作用。2025年,全省法院新收各类知识产权案件12.08万件,同比增长44.99%;审结11.53万件,同比增长30.33%;审限内结案率90.75%,同比提升2.74个百分点;平均结案时间85.62天,同比缩短6.33天;大力开展纠纷矛盾实质化解工作,调撤案件70520件,调撤率62.34%,同比上升1.61个百分点,创近10年新高;审判质效总体提升,办案效果持续向好。加强涉外知识产权审判工作,新收涉外知识产权案件3106件,审结2611件,分别同比上升82.17%、51.80%,妥善审结一系列在全国有重大影响力的涉外知识产权纠纷,促成两家大型科技企业达成全球一揽子相互许可。成立全国首个知识产权法院派出法庭——南沙法庭,专属管辖辖区内涉外涉港澳台知识产权案件,打造粤港澳三地司法规则衔接、知识产权司法保护示范地。全省法院精品案例工程成果丰硕,1案入选2024年人民法院知识产权典型案例,8案入选中国法院2024年度案例,多案入选人民法院专题典型案例。

  持续加强知识产权检察保护力度。2025年,全省检察机关持续加大侵犯知识产权犯罪打击力度,共办理涉知识产权案件4800件,批捕侵犯知识产权犯罪案件1446件2198人,同比分别上升10.3%、13.5%;起诉1753件3095人,同比分别下降5.3%、6.9%。持续推进涉知识产权犯罪刑事诉讼监督,监督立案、撤案15件;受理涉知识产权民事检察监督案件148件;受理民事审判违法监督及执行活动监督案件65件;受理公益诉讼线索13件,立案8件,有效提升司法公信力。构建“KTV被诉侵犯著作权批量恶意诉讼法律监督模型”,被最高人民检察院向全国推广。

  严厉打击侵犯知识产权犯罪。全省公安机关深入开展“昆仑”“安芯”专项行动,严厉打击侵犯知识产权和制售伪劣商品犯罪。2025年,全省公安机关共侦破知识产权刑事案件2218起,同比上升9.86%,知识产权犯罪刑事案件侦办质量持续提升。省、市公安机关联合市场监管部门侦破“12•7”特大制售假冒品牌机油案,捣毁窝点17个,有力震慑了制售假冒伪劣机油犯罪活动,切实保障人民群众生产生活安全。

  三、加强监管执法,知识产权行政保护质效齐升

  加大知识产权行政执法力度。全省市场监管系统深入推进“守护知识产权”专项执法行动、2025年地理标志保护专项行动、2025民生领域案件查办“铁拳出稽 守护南粤”行动,查处知识产权案件3989件,案值10329.34万元,移送司法机关186件,有力震慑知识产权侵权违法行为。1案入选商标行政执法典型案例,3案入选政企面对面活动典型案例,3案入选国家知识产权局知识产权行政保护典型案例。

  持续加强专利纠纷行政裁决。推进专利侵权纠纷行政裁决规范化建设,全省办理专利侵权纠纷行政裁决案件1344宗。率先探索省级专利侵权纠纷“委托裁决”工作,成功化解省内大型通讯企业标准必要专利纠纷。健全知识产权侵权判定咨询和技术调查双支撑机制,46名专家新入选第二批广东省知识产权行政保护技术调查官名录。

  强化版权行政执法实效。省版权局联合省委网信办、省公安厅、省文化和旅游厅等单位开展打击网络侵权盗版集中办案行动、打击院线电影盗录传播集中行动、“剑网2025”和“青少年版权保护季”等专项行动,全省共出动执法人员26956人次,检查场所8968家,巡查网站2452家,查办案件383宗,有效维护网络版权秩序。开展软件正版化工作检查,累计检查各类单位205家、计算机104944台,有力提升全省软件正版化工作水平。

  加强植物新品种保护。全省林业系统持续深入开展打击侵犯林业植物新品种权专项行动,对283家苗木花卉生产经营企业及繁殖场所进行专项检查。全省农业农村部门加强农作物品种全链条管理与知识产权保护,组织对种子生产基地、企业和市场开展检查,开展农资打假保春耕专项行动,查办违法案件2663宗,行政处罚2931.28万元,从严查处违法行为。

   提升文旅市场执法水平。全省文旅系统检查经营主体5.79万家次,办结案件1706宗,其中3案获评2024—2025年度全国文化市场综合执法重大案件,有效震慑违法违规行为,推动文化市场秩序持续向好。

  加强知识产权海关保护。海关总署广东分署积极落实海关总署“龙腾行动2025”部署,持续强化知识产权保护,2025年,省内海关共查扣涉嫌侵权货物1531万件,案值人民币1.5亿元。联合香港、澳门海关共同开展3次粤港澳海关保护知识产权联合执法行动,期间粤方查获涉嫌侵权货物1664批次,数量305.3万件,有效打击进出口侵权违法行为。

  强化重大活动知识产权保护。省市场监管局(知识产权局)、省版权局、省委网信办、省公安厅、海关总署广东分署联合组织开展十五运会和残特奥会知识产权保护专项行动。省市场监管局(知识产权局)健全广交会知识产权全链条保护机制,组织专家进驻第137、138届广交会开展知识产权保护工作,高效处理专利、商标等纠纷822件。省贸促会设立广交会商事法律服务公益展台,提供知识产权保护、国际商事调解等国际商事法律服务。检察机关在琶洲会展与数字经济知识产权保护中心设立“知识产权检察服务站”,派驻检察官接受企业等主体咨询、举报。

  护航新领域新业态知识产权发展。省市场监管局(知识产权局)持续完善数据知识产权登记审核制度体系,推动省内平台与国家知识产权局数据知识产权审查管理平台加强对接,发布实施省级地方标准《广东省数据知识产权登记审核指南》,与国家金融监督管理总局广东监管局联合印发《广东省数据知识产权价值评价指南(试行)》。全省累计接收数据知识产权登记申请5861件,颁发证书3931份。广州知识产权法院加强新领域、新业态、新模式下法律适用问题研究,承担最高人民法院重大课题“司法服务保障新质生产力研究”。广州互联网法院发布《粤港澳大湾区智能制造产业司法观察报告》,精准赋能粤港澳大湾区智能制造产业发展。

  四、突出协同联动,知识产权全链条保护格局有效形成

  推进跨部门跨区域知识产权保护协作。省市场监管局(知识产权局)等八部门召开知识产权保护体系建设工程交流研讨会,共同推进重点任务开展。积极参与十二省市知识产权行政保护协作,推动巩固“执法互助、监管互动、信息互联、资源互通”的良好格局。潮州市、泉州市等八地法院、知识产权局建立陶瓷产业跨省协同保护机制。省版权局召开珠三角、粤东、粤西、粤北4个片区版权区域执法协作会议,提高版权行政执法协作能力。省农业农村厅联合省法院、省检察院、省公安厅等单位加强源头监管、监督抽查和案件查办,严厉打击制售假劣农资行为。省文化和旅游厅深化东西部执法对口协作,联合北京、上海创新建立京沪粤网络文化执法协作机制,完善会商研判、快速响应、案件协查、证据互援等九项制度。省法院牵头开展知识产权保护刑民行交叉问题联合调研,联合省检察院、省发展改革委等15家单位持续落实知识产权跨部门联合信用监管机制,累计457条知识产权严重失信主体信息被纳入公共信用报告。省公安厅主动对接宣传、市场监管、文化旅游等行政执法部门,侦破一批重特大侵犯知识产权案件。

  加强知识产权快速协同保护体系建设。获批建设东莞市知识产权保护中心、深圳福田(时尚设计)知识产权快速维权中心,全省累计建设17家国家级知识产权保护中心和快速维权中心。2025年全省共受理预审请求5.66万件,授权3.36万件,创新主体核心技术获权效能提速增效,有力支撑产业高质量发展。

  完善知识产权纠纷多元化解机制。省法院率先建立委托行政机关、国际商事组织、国内商事组织、人民调解组织进行调解的纠纷多元化解合作机制,与世界知识产权组织(WIPO)等机构共同完善国际知识产权纠纷“一站式”解决机制,成功化解一批国内外知识产权纠纷。省知识产权保护中心与广州仲裁委签署《知识产权保护战略合作协议》。广州仲裁委联合多地市场监管局、知识产权法院等,构建“行政、司法、调解+仲裁”四位一体协同保护机制。2025年全省仲裁机构共受理知识产权仲裁案件871件,标的额15.94亿元。全省共有知识产权人民调解组织174个,其中人民调解委员会131个、调解工作室43个,共办理知识产权纠纷案件4397件。全省各国家级知识产权保护中心和快速维权中心成功调解知识产权纠纷案件2281件,涉案金额1.67亿元。

  五、坚持赋能产业,知识产权转化运用提质增效

  加强产业发展知识产权政策供给。持续落实《广东省科技创新条例》《广东省专利转化运用专项行动实施方案》《广东省高校和科研事业单位职务科技成果转化尽职免责认定工作指引(试行)》及存量专利盘活、重点产业强链增效等系列配套措施,全面提升科技成果转化运用效能。省市场监管局(知识产权局)制定促进专利转化28条措施,省科技厅、省教育厅、省财政厅、省卫生健康委、省市场监管局(知识产权局)等五部门制定推进职务科技成果“先用后转”改革政策措施,省检察院印发办理职务科技成果领域刑事案件工作指引,完善知识产权政策体系,切实为创新“松绑”,激发创新活力。

  推动重点产业知识产权强链增效。建设智能家电、呼吸健康等领域4家国家级产业知识产权运营中心,支持建设新能源汽车、工业机器人等9个产业知识产权联盟和创新联合体,实施光芯片、低空经济等5大产业专利导航项目,开展专利密集型产品培育推广,推动产业创新资源整合共享。至2025年底,全省专利产品备案1.67万件,涉及专利8.28万件。畅通专利申请快速通道,为重点产业专利布局提供快速审查、快速确权服务。2025年面向重点产业技术领域,向国家局推荐专利优先审查3.73万件,服务全省1.67万家企业等创新主体加快专利获权。

  促进知识产权价值实现。收集和发布技术需求信息超3000条、专利转化信息超12万条,举办供需对接活动300余场,构建供给端、需求端、服务端“全链式”专利成果转化新范式。2025年,全省专利转让许可总数19.64万次,居全国首位,同比增长22.72%。全面推广专利开放许可和“先用后转”,建成“先用后转成果库”,入库开放许可和“先用后转”专利3400余项,2025年,全省专利开放许可声明4124次,达成2466次,均居全国首位。

  强化知识产权金融助力。开展知识产权金融生态综合试点,完善融资扶持政策,收集企业知识产权金融需求,推动金融机构为企业“量身打造”金融产品,实施“入园惠企”活动,持续优化知识产权金融服务,探索数据知识产权质押融资,推动金融助力地理标志产业发展。2025年,全省专利商标质押融资额达3982.10亿元,有效纾解中小微企业融资困难。开展知识产权证券化,累计发行证券化产品141只、规模逾230亿元。

  深化创新要素协同融合。成立“粤港澳大湾区跨区域专利转化合作联盟”,建成海外专利库、海外专家库、企业需求库和投资项目库等专题数据库,上线专利1.5万件。成功举办2025高校科技成果交易会,达成交易成果1361项,成果交易额72.44亿元,举办“高校科技成果转化路演大赛”等促进粤港澳三地专利转化品牌活动。建设国家知识产权运营(深圳河套)国际转化试点平台,建成7个国家级知识产权运营交易平台及20家重点产业知识产权运营中心,形成全方位、多层次服务支撑网络。

  推进知识产权赋能乡村振兴。高标准推进广东(新会)等6个国家地理标志保护示范区建设,广东(罗定)、化橘红等2个国家地理标志产品示范区顺利通过国家知识产权局验收。在全国率先实现63个农产品地理标志向地理标志保护产品全面转化,推动地理标志产品保护和地理标志统一认定工作落地见效。推进地理标志专用标志使用工作,累计2925家地理标志产品经营主体获准使用地理标志专用标志。实施“地理标志助推乡村振兴工程”,创新开展地理标志特色镇街项目建设,重点选取6个地理标志产品发展阶段不同的镇街,“一镇一策”整合知识产权、标准认证、食品检测等资源要素,打通地理标志产品种养殖、生产、流通、消费环节。

  六、优化服务供给,知识产权公共服务水平加速提升

  持续健全知识产权公共服务体系。推动各地市组建知识产权公共服务中心,已建成1家省级综合性机构和21家地市级机构,实现地市服务节点全覆盖;全省累计建成13家技术与创新支持中心(TISC)、6家高校国家知识产权信息服务中心、15家国家级知识产权信息公共服务网点、25家省级知识产权信息公共服务网点、22个商标业务受理窗口和7个专利代办服务站并在重点产业园区布局一批园区知识产权协同运营中心。开展知识产权公共服务惠企对接活动,全年服务对接企业21512家,参与公共服务机构达607家。

  提升知识产权公共服务能力。实施知识产权公共服务助力关键核心技术攻关试点,聚焦核电新能源等技术领域,依托重点产业链制造业领军企业设立试点项目,推动建立“一对一”的“陪伴式”服务模式,助力关键核心技术“卡脖子”攻关。持续提升知识产权信息数据供给能力,完善“粤港澳知识产权大数据综合服务平台”和“欧盟商标查询系统”功能,大数据综合服务平台上线深度学习专利智能解读功能,打造全国首个接入AI应用的知识产权公共服务平台。该平台免费提供全球专利等15类知识产权数据的查询服务,为全省18个省直及地市有关单位共享数据23批次,全年累计调用量达880多万次,数据量达6900多万条。成功举办第二届广东省知识产权公共服务机构专利检索大赛。

  促进知识产权服务业发展。培育建设广州开发区、深圳福田区、广州越秀区等三个国家知识产权服务业高质量集聚发展示范、试验区,数量居全国首位。强化知识产权服务业监管,开展知识产权代理机构“双随机、一公开”检查、专利商标代理信用评价管理等工作,累计检查专利代理机构156家、商标代理机构1041家,对省内1774家商标代理机构、2992位商标代理从业人员开展信用评价管理试点。

  七、服务开放发展,知识产权交流合作不断深化

  加强粤港、粤澳知识产权合作。累计开展粤港、粤澳合作项目455项。加强与港、澳知识产权部门协同,联合举办大湾区知识产权交易博览会暨国际地理标志产品交易博览会、高价值知识产权培育布局大赛、知识产权人才发展大会等系列品牌活动,探索形成了“人才+知识产权+项目”的落地转化新模式。在香港举办第十五届亚洲知识产权营商论坛“粤港澳大湾区分论坛”,促进知识产权跨境转化运用。打造“粤港澳青年商标品牌精品课程”,深化湾区知识产权青年人才交流。推动大湾区知识产权业务服务互融互通。持续开展香港和澳门特别行政区申请人在内地发明专利优先审查试点工作。深圳知识产权保护中心开通面向香港相关创新主体的专利快速预审服务。联合澳门经济及科技发展局在广东省内24个知识产权政务服务窗口设立“澳门特别行政区知识产权问询点”。配合香港知识产权署开通内地专利咨询邮箱。

  积极开展知识产权国际交流合作。强化与世界知识产权组织交流合作,推动世界知识产权组织在中山大学成功举办知识产权暑期学校,有效促进国际知识产权领域的青年对话与理解。举办“2025年广东知识产权国际研习营”,共推知识产权协作。承办商业秘密保护国际研讨会。引进20家国外服务机构入驻知识城国际知识产权服务大厅,促成黄埔区企业和新加坡研究院落地联合实验室。选派法官赴欧洲统一专利法院等交流访问,分享我国知识产权审判领域最新实践成果。

  加强企业海外知识产权合规建设。推进广东省地方标准《企业知识产权国际合规管理规范》修订与推广实施,为外向型企业提供知识产权风险诊断、合规体系建设辅导等专业化服务,指导企业建立健全海外知识产权合规管理体系。积极开展国际展会知识产权风险排查治理,健全展前风险预警、展中快速维权、展后总结复盘的全周期服务机制,为企业参展保驾护航。持续强化企业海外知识产权保护意识,2025 年组织开展海外知识产权保护专题培训、政策宣讲等活动超百场,服务覆盖企业过万家次。开展“2025年广东省文化产业出海合规风险排查”活动,为企业海外知识产权保护、国际化经营风险应对等提出专业指导与对策建议。

  八、厚植文化根基,知识产权人文环境持续优化

  加强知识产权人才队伍建设。省市场监管局(知识产权局)强化知识产权行政保护技术调查官队伍建设,促进知识产权快速协同保护人才能力素质提升,强化海外知识产权专业人才支撑。省法院举办知识产权审判业务培训班。省检察院举办全省检察机关知识产权专题同堂培训班。省科技厅加大技术经理人培养,2025年依托2家国家技术转移人才培养基地开展培训36期,培养技术转移人才2218人次,累计培养8174人次。省卫生健康委编制发布《医院技术转移人才培养大纲》团体标准,为人才培养提供规范化指引。省版权局制定《广东省版权专家库管理办法(试行)》,建立全国首个省级版权专家库,面向全社会征集行政、司法、学术、实务类专家102名。省法院、省知识产权保护中心等开展知识产权刑民交叉案件诉讼研究、科技创新企业海外知识产权法律问题研究等,相关课题成果获评全国优秀调研成果。全省累计611人取得知识产权专业职称,其中高级职称117人。

  营造浓厚知识产权文化氛围。举办“4•26知识产权宣传周”活动,发布2024年度广东知识产权“十大事件”“基层改革创新举措”以及知识产权典型案例,营造知识产权文化氛围。举办第七届广东省大学生版权知识演讲大赛,引导树立尊重版权、崇尚创新的价值理念。协助国家知识产权局组织“知识产权助力粤港澳大湾区高质量发展”媒体采风活动和新闻发布会,增强大湾区知识产权故事的传播力与影响力。“广东省出台专门的版权地方性法规《广东省版权条例》”和“广东省东莞市创新推出潮玩版权贷助力产业发展”入选第二批版权强国建设典型案例。省法院连续第16年发布《广东法院知识产权司法保护状况》白皮书,发布年度全省法院知识产权十大案件。广州知识产权法院首次评选发布服务保障新质生产力典型案例。省检察院发布广东检察机关加强知识产权综合保护工作情况及十大典型案例、服务保障发展新质生产力典型案例。省公安厅发布广东公安打击侵犯知识产权犯罪10大典型案例。省司法厅将知识产权法律法规宣传列入全省普法依法治理工作要点,组织开展知识产权法治宣传“七进”活动,进一步增强全省知识产权保护意识。


INTELLECTUAL PROPERTY RIGHTS PROTECTION IN GUANGDONG, CHINA IN 2025

  In 2025, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Guangdong Province fully implemented the guiding principles of the 20th National Congress of the Communist Party of China (CPC) and its subsequent plenary sessions. It faithfully studied and implemented General Secretary Xi Jinping’s important discourses on intellectual property (IP) work, as well as his important speeches and instructions delivered during his inspection tour of Guangdong. In accordance with the work plans of the CPC Guangdong Provincial Committee, the People’s Government of Guangdong Province, and the China National Intellectual Property Administration (CNIPA), Guangdong coordinated and advanced IP protection efforts, establishing a comprehensive work pattern of “strict, comprehensive, fast, and equal protection”. The province made remarkable progress in building itself into a pioneering demonstration province for a strong IP-driven nation and an IP powerhouse province in a world-class bay area. Guangdong has maintained its leading position in China for nine consecutive years in terms of comprehensive regional innovation capability and for thirteen consecutive years regarding the regional development index of intellectual property. The “Shenzhen-Hong Kong-Guangzhou” innovation cluster soared to the top of the WIPO “World’s Top 100 Innovation Clusters” list for the first time. Key indicators, including the province’s high-value invention patent holdings, PCT international patent applications, and valid registered trademarks, all topped the national rankings, effectively bolstering the province’s high-quality economic development.

  I. Strengthening Overall Coordination and Leadership to Improve the IP Governance System

  Strengthening overall planning and deployment. The CPC Guangdong Provincial Committee and the People’s Government of Guangdong Province attach great importance to IP protection, incorporating it into their key agenda. The 15th Five-Year Plan for IP in Guangdong has been designated as a key specialized plan by the provincial government. The provincial government and CNIPA have continued to deepen their collaborative efforts, jointly issuing and implementing the “Key Points of the 2025-2026 Work Plan for Jointly Building an IP Powerhouse Province in a World-Class Bay Area”, with a shared commitment to advancing the development of an IP protection hub in the Guangdong-Hong Kong-Macao Greater Bay Area. The provincial government convened a special seminar on IP protection for foreign-invested enterprises in Guangdong, setting forth specific requirements for relevant IP work. The Office of the Guangdong Provincial Joint Conference on Intellectual Property Strategy Implementation issued the 2025 Annual ImplementationPlan for Building Guangdong Province into an IP Powerhouseand Advancing the 14th Five-Year Plan, outlining the key annual tasks and measures for building an IP powerhouse in the province.

  Strengthening the legal framework. Continuous efforts have been made to promote and implement local regulations such as the Regulations of Guangdong Province on Intellectual Property Protection, the Regulations of Guangdong Province on Copyright, and the Regulations of Guangdong Province on Geographical Indications, while amending the Patent Regulations of Guangdong Province. The Guangdong High People’s Court issued the Opinions on Promoting AI Technological Innovation and Industrial Development through High-Quality IP Adjudication to create a stable, transparent, and predictable legal environment for innovation for AI technology enterprises.

  Advancing pilot and demonstration projects. The province deepened the development of Guangzhou and Shenzhen as national hubs for IP protection, with seven cases from these two cities selected as outstanding examples in the first batch of reform practices for IP protection in key cities (regions). Across the province, a total of 10 cities, 21 counties, and 8 industrial parks have been approved as national pilot and demonstration areas for building a strong IP country, while 8 cities have been designated as cities with distinctive IP strengths. The province actively advanced local pilot projects for data IP. The three-year action plan for the “Golden Inner Bay Trade Secret Protection Innovation Project” has been further implemented. Across the province, there are 5 national innovation pilot areas for trade secret protection, 24 pioneering zones under the “Golden Inner Bay Trade Secret Protection Innovation Project”, and over 1,200 grassroots service centers or workstations. Two advanced practices, namely “Shenzhen establishes a multi-dimensional overseas rights protection framework to support enterprises in going global” and “The Shenzhen Institutes of Advanced Technology, Chinese Academy of Sciences, creates an ‘Achievement Supermarket̕ to drive efficient IP transfer and commercialization”, have been selected as model cases(the fourth batch) for building China into an IP powerhouse.

  Enhancing comprehensive IP strength. In 2025, Guangdong witnessed an addition of 43,200 high-value invention patents, bringing the cumulative total to 410,900; 27,000 new PCT international patent applications were filed, with a cumulative total of 331,600; and 709,900 new trademark registrations were made, bringing the total number of valid registered trademarks to 9,555,200, all ranking first nationwide. Guangdong secured a total of 226 awards at the 25th China Patent Award, including 12 gold awards, 21 silver awards, and 193 excellence awards, all ranking first nationwide. The total annual number of copyright registrations in the province reached 375,900, with 48,400 general works and 327,500 computer software copyrights registered. The latter accounted for 10% of the national total for computer software copyright registrations, also ranking first nationwide. The province saw an increase of 562 applications for new agricultural plant variety rights, bringing the cumulative total to 4,134; 317 new authorizations for agricultural plant varieties were granted, with a cumulative total of 1,659; and 4 new authorizations for forestry plant varieties were granted, with a cumulative total of 384. Additionally, 4 new geographical indication (GI) products were approved, bringing the province’s cumulative total to 226.

  II. Upholding Strictness and Impartiality to Comprehensively Strengthen Judicial IP Protection

  Fully leveraging the role of IP adjudication. In 2025, courts across the province accepted 120,800 new IP cases of various types, representing a year-on-year increase of 44.99%; they concluded 115,300 cases, up by 30.33% year on year. The rate of cases closed within the trial period reached 90.75%, an increase of 2.74 percentage points year on year; the average time to close a case was 85.62 days, a reduction of 6.33 days year on year. The province vigorously carried out work to substantially resolve disputes and conflicts, with 70,520 cases settled through mediation or withdrawal, representing a settlement rate of 62.34%, an increase of 1.61 percentage points year on year, reaching a new 10-year high. The overall quality and efficiency of adjudication improved, and the outcomes of case handling continued to enhance. The adjudication of foreign-related IP cases was strengthened. Courts accepted 3,106 new foreign-related IP cases and concluded 2,611 such cases, representing year-on-year increases of 82.17% and 51.80%, respectively. A series of foreign-related IP disputes with significant national impact were properly concluded, and two major technology companies were facilitated to reach a global cross-licensing agreement. The Nansha Tribunal, the first dispatched tribunal under an IP court in China, was established to exclusively handle foreign-related and Hong Kong/Macao/Taiwan-related IP cases within its jurisdiction, serving as a model for aligning judicial rules and enhancing judicial IP protection across Guangdong, Hong Kong, and Macao. The province’s courts achieved fruitful results in cultivating model cases, with one case selected as a typical IP case by the people’s courts in 2024, eight cases included in the 2024 Annual Cases of Chinese Courts, and several cases featured as typical cases in specialized topics by the people’s courts.

  Continuously strengthening procuratorial IP protection efforts. In 2025, procuratorial organs across the province continued to intensify their crackdown on IP infringement crimes, handling a total of 4,800 IP-related cases. They approved the arrest of 2,198 individuals in 1,446 cases involving IP infringement crimes, representing year-on-year increases of 10.3% and 13.5%, respectively. Additionally, they prosecuted 3,095 individuals in 1,753 cases, with year-on-year decreases of 5.3% and 6.9%, respectively. Procuratorial organs continued to advance criminal litigation supervision in IP-related crimes, overseeing the filing or withdrawal of 15 cases. They accepted 148 civil procuratorial supervision cases related to IP and 65 cases involving illegal supervision of civil adjudication and enforcement activities. Furthermore, they received 13 cases for public interest litigation, with 8 cases filed, thereby effectively enhancing judicial credibility. A “legal supervision model for mass malicious lawsuits against KTVs for alleged copyright infringement” was developed and promoted nationwide by the Supreme People’s Procuratorate.

  Cracking down oncrimesinfringing upon IP rights. Public security organs across the province carried out in-depth special operations, namely “Operation Kunlun” and “Operation Anxin”, to severely combat crimes involving IP infringement and the production and sale of counterfeit and substandard goods. In 2025, public security organs in Guangdong solved a total of 2,218 criminal cases related to IP rights, a year-on-year increase of 9.86%, with continuous improvement in the quality of investigations into IP criminal cases. Provincial and municipal public security organs, in collaboration with market regulatory authorities, cracked the “12•7” major case involving the production and sale of counterfeit branded engine oil, dismantling 17 counterfeiting dens. This operation effectively deterred crimes involving the production and sale of counterfeit and substandard engine oil, thereby safeguarding the safety of people’s work and daily life.

  III. Strengthening Supervision and Law Enforcement to Enhance Both Quality and Efficiency of Administrative IP Protection

  Stepping up administrative law enforcement for IP protection. The provincial market regulatory system advanced special law enforcement operations, including the “Safeguarding Intellectual Property” operation, the 2025 Special Operation for Geographical Indication Protection, and the 2025 “Iron Fist Enforcement, Safeguarding Southern Guangdong” operation against violations in livelihood-related sectors. A total of 3,989 IP cases were handled, involving a case value of RMB 103,293,400, with 186 cases transferred to judicial authorities, effectively deterring IP infringement and violations. One case was selected as a typical case for trademark administrative law enforcement, three cases were featured as exemplary cases in government-enterprise dialogue activities, and three cases were recognized as typical cases for administrative IP protection by the China National Intellectual Property Administration (CNIPA).

  Continuously strengthening administrative adjudication for patent disputes. Efforts were made to advance the standardization of administrative adjudication for patent infringement disputes, with 1,344 such cases handled across the province. Guangdong took the lead in exploring the “entrusted adjudication” approach for provincial-level patent infringement disputes, successfully resolving standard essential patent (SEP) disputes involving major telecommunications companies in the province. The dual-support mechanism for IP infringement determination, combining expert consultation and technical investigations, was improved, with 46 experts newly included in the second batch of the Guangdong Provincial Technical Investigation Officer Roster for Administrative IP Protection.

  Enhancing the effectiveness of copyright administrative law enforcement. The Guangdong Copyright Administration, in collaboration with the Cyberspace Administration of Guangdong Province, the Guangdong Provincial Public Security Department, the Department of Culture and Tourism of Guangdong Province, and other relevant entities, launched a series of special operations, including centralized case-handling actions against online copyright infringement and piracy, crackdown on the unauthorized recording and distribution of cinema films, “Operation Against Internet Infringement 2025” (Jianwang 2025), and the “Youth Copyright Protection Season”. Across the province, a total of 26,956 law enforcement personnel were dispatched, who inspected 8,968 venues, monitored 2,452 websites, and handled 383 cases, effectively maintaining order in the online copyright environment. Additionally, inspections on software legalization were conducted, covering 205 entities and 104,944 computers, significantly elevating the level of software legalization across the province.

  Strengthening the protection of new plant varieties. The provincial forestry system continued to carry out in-depth special operations to combat infringements on the new forestry plant variety rights, conducting targeted inspections of 283 seedling and flower production and operation enterprises, as well as breeding sites. The provincial agricultural and rural departments enhanced the full-chain management and IP protection of crop varieties. They organized inspections of seed production bases, enterprises, and markets, and launched a special operation to combat counterfeit agricultural supplies and safeguard spring ploughing. They investigated and handled a total of 2,663 illegal cases and imposed administrative penalties totaling RMB 29,312,800, thereby strictly cracking down on illegal activities.

  Enhancing law enforcement in the cultural and tourism market. The provincial cultural and tourism system inspected 57,900 business entities and concluded 1,706 cases, among which three cases were recognized as major cases in the national comprehensive law enforcement on the cultural market for 2024-2025. This effectively deterred illegal and non-compliant activities, contributing to continuous improvement of order in the cultural market.

  Strengthening customs protection of IP rights. The Guangdong Sub-Administration of the General Administration of Customs (GACC) actively implemented the “Operation Longteng 2025” launched by the GACC, continuously strengthening IP protection. In 2025, customs authorities across the province seized 15.31 million suspected infringing goods, with a case value of RMB 150 million. In collaboration with Hong Kong and Macao customs, Guangdong conducted three joint law enforcement operations to protect IP rights across the Guangdong-Hong Kong-Macao Greater Bay Area. During these operations, Guangdong customs authorities seized 1,664 batches of suspected infringing goods, totaling 3.053 million items, effectively cracking down on infringement violations in imports and exports.

  Strengthening IP protection for major events. The Guangdong Administration for Market Regulation (Guangdong Intellectual Property Administration), the Guangdong Copyright Administration, the Cyberspace Administration of Guangdong Province, the Guangdong Provincial Public Security Department, and the Guangdong Sub-Administration of GACC jointly launched a special campaign to protect IP rights for the 15th National Games and the 12th National Games for Persons with Disabilities. The Guangdong Administration for Market Regulation (Guangdong Intellectual Property Administration) improved the full-chain IP protection mechanism for the Canton Fair, organizing experts to be stationed at the 137th and 138th sessions to carry out IP protection work, efficiently resolving 822 disputes related to patents, trademarks, and other IP rights. The China Council for the Promotion of International Trade Guangdong Committee set up a public service booth for commercial legal services at the Canton Fair, providing international commercial legal services including IP protection and international commercial mediation. Procuratorial authorities established an “IP Procuratorial Service Station” at the Pazhou Convention and Exhibition & Digital Economy IP Protection Center, stationing prosecutors to receive inquiries and reports from enterprises and other entities.

  Supporting IP development in emerging fields and new business forms. The Guangdong Administration for Market Regulation (Guangdong Intellectual Property Administration) continued to improve the data IP registration and review system, facilitating enhanced integration between provincial platforms and the CNIPA’s data IP review and management platform. It released and implemented the provincial local standard, Guidelines for Data IP Registration and Review in Guangdong Province, and jointly issued the Guidelines for Data IP Value Appraisal in Guangdong Province (Trial)with the Guangdong Regulatory Bureau of the National Financial Regulatory Administration. The province received a cumulative total of 5,861 data IP registration applications and issued 3,931 certificates. The Guangzhou Intellectual Property Court strengthened research on legal application issues in emerging fields, new business forms, and new models, undertaking a major research project of the Supreme People’s Court titled “Research on Judicial Services Supporting New Quality Productive Forces”. The Guangzhou Internet Court released the Judicial Observation Report on the Intelligent Manufacturing Industry in the Guangdong-Hong Kong-Macao Greater Bay Area, providing targeted support for the development of the intelligent manufacturing industry in the region.

  IV. Emphasizing Coordination and Collaboration to Effectively Establish a Full-Chain IP Protection Framework

  Advancing cross-departmental and cross-regional collaboration in IP protection. Eight provincial departments, including the Guangdong Administration for Market Regulation (Guangdong Intellectual Property Administration), convened a seminar on the establishment of the IP protection system to jointly advance key initiatives. They actively participated in the collaboration on administrative IP protection among twelve provinces and municipalities, helping to consolidate a robust framework characterized by “mutual assistance in law enforcement, interactive regulatory oversight, interconnected information, and shared resources”. Courts and IP administrations from eight regions, including Chaozhou City and Quanzhou City, established a cross-provincial collaborative protection mechanism for the ceramics industry. The Guangdong Copyright Administration held regional copyright-related law enforcement coordination meetings in four areas—the Pearl River Delta, eastern Guangdong, western Guangdong, and northern Guangdong—to enhance collaborative capabilities in copyright-related administrative law enforcement. The Department of Agriculture and Rural Affairs of Guangdong Province, in collaboration with the Guangdong High People’s Court, the Guangdong People’s Procuratorate, the Guangdong Provincial Public Security Department, and other entities, strengthened source regulation, supervisory spot checks, and case investigations to rigorously crack down on the production and sale of counterfeit and inferior agricultural supplies. The Department of Culture and Tourism of Guangdong Province deepened law enforcement collaboration between eastern and western Guangdong, and jointly established an innovative online cultural law enforcement collaboration mechanism with Beijing and Shanghai, known as the Beijing-Shanghai-Guangdong mechanism, which refined nine systems including consultation and assessment, rapid response, case collaboration, and mutual evidence support. The Guangdong High People’s Court spearheaded a joint research initiative on overlapping criminal, civil, and administrative issues in IP protection. Along with 15 entities including the Guangdong People’s Procuratorate and the Guangdong Provincial Development and Reform Commission, the court continued to implement a cross-departmental joint credit supervision mechanism for IP. A total of 457 records of entities with severe IP-related dishonesty were included in public credit reports. The Guangdong Provincial Public Security Department proactively coordinated with administrative law enforcement departments such as those responsible for publicity, market regulation, and culture and tourism, solving a number of major and serious IP infringement cases.

  Strengthening the construction of a rapid and collaborative IP protection system. Approval was granted for the establishment of the Dongguan Intellectual Property Protection Center and the Shenzhen Futian (Fashion Design) Rapid IP Rights Protection Center, bringing the total number of national-level IP protection centers and rapid rights protection centers in the province to 17. In 2025, these centers received a total of 56,600 pre-examination requests and granted 33,600 patents, significantly enhancing the efficiency of core technology patent acquisition by innovation entities and providing strong support for high-quality industrial development.

  Improving the diversified dispute resolution mechanism for IP disputes. The Guangdong High People’s Court took the lead in establishing a diversified dispute resolution cooperation mechanism that entrusts administrative authorities, international commercial organizations, domestic commercial organizations, and people’s mediation organizations with mediation functions. In collaboration with the World Intellectual Property Organization (WIPO) and other institutions, it refined the “one-stop” resolution mechanism for international IP disputes, successfully resolving a number of domestic and international IP disputes. The Guangdong Intellectual Property Protection Center signed a Strategic Cooperation Agreement on IP Protection with the Guangzhou Arbitration Commission. The Guangzhou Arbitration Commission, in collaboration with market regulatory administrations and IP courts from multiple regions, established a four-in-one collaborative protection mechanism that integrates “administration, justice, mediation, and arbitration”. In 2025, arbitration institutions across the province handled a total of 871 IP arbitration cases, involving a total claim amount of RMB 1,594 million. There were 174 people’s mediation organizations for IP disputes across the province, including 131 people’s mediation committees and 43 mediation studios, which collectively handled 4,397 IP dispute cases. Additionally, national-level IP protection centers and rapid IP rights protection centers across the province successfully mediated 2,281 cases, involving a total amount of RMB 167 million.

  V. Empowering Industries to Enhance the Quality and Efficiency of IP Transfer and Application

  Strengthening the supply of IP policies to support industrial development. Continuous efforts were made to implement the Regulations of Guangdong Province on Scientific and Technological Innovation, the Implementation Plan for the Special Action on the Transformation and Utilization of Patentsin Guangdong Province, the Guidelines for Determining Due Diligence Exemption in the Transfer of Job-Related Scientific and Technological Achievements from Universities and Research Institutions in Guangdong Province (Trial), as well as a series of supporting measures for revitalizing existing patents and strengthening and enhancing key industrial chains, aiming to comprehensively enhance the efficiency of transferring and applying scientific and technological achievements. the Guangdong Administration for Market Regulation (Guangdong Intellectual Property Administration) formulated 28 measures to promote patent transfer. Five provincial departments—the Department of Science and Technology, the Department of Education, the Department of Finance, the Health Commission, and the Administration for Market Regulation—jointly developed policy measures to advance the “trial application before transfer” reform for job-related scientific and technological achievements. Additionally, the Guangdong People’s Procuratorate issued guidelines for handling criminal cases in the field of job-related scientific and technological achievements, thereby refining the IP policy system, effectively “unshackling” innovation, and stimulating innovation vitality.

  Promoting IP strengthening and efficiency enhancement in key industries. Four national-level industrial IP operation centers were established in fields such as smart home appliances and respiratory health. Support was provided for the development of nine industrial IP alliances and innovation consortia in sectors including new energy vehicles (NEVs) and industrial robots. Five major industrial patent navigation projects were implemented in areas such as photonic chips and the low-altitude economy. Cultivation and promotion of patent-intensive products were carried out to drive the integration and sharing of industrial innovation resources. As of the end of 2025, a total of 16,700 patent-intensive products had been registered across the province, involving 82,800 patents. A fast-track channel for patent applications was established, providing rapid examination and rights confirmation services for patent portfolio development in key industries. In 2025, the province recommended 37,300 patent applications for priority examination to the CNIPA in key industrial technology fields, assisting 16,700 innovation entities including enterprises across the province in accelerating patent acquisition.

  Facilitating the realization of IP value. More than 3,000 pieces of technological demand information and over 120,000 pieces of patent transfer information were collected and released. More than 300 supply-demand matchmaking events were organized. A new “full-chain” paradigm for patent achievement commercialization was established, which integrates the supply side, demand side, and service side. In 2025, the total number of patent transfers and licenses in the province reached 196,400, ranking first nationwide with a year-on-year increase of 22.72%. Open patent licensing and the “trial application before transfer” model were promoted across the board. A “trial application before transfer achievement repository” was established, which contains over 3,400 patents available for open licensing or trial application before transfer. In 2025, the province recorded 4,124 declarations of open patent licenses and achieved 2,466 successful transactions, both ranking first nationwide.

  Strengthening financial support for IP. Comprehensive pilot programs for the IP finance ecosystem were launched. Financing support policies were refined, corporate demands for IP-based financial services were collected, and financial institutions were encouraged to tailor financial products for enterprises. The “Entering Industrial Parks, Benefiting Enterprises” initiative was implemented to continuously optimize IP financial services. Data IP pledge financing was explored, and financial support was boosted for the development of the geographical indication industry. In 2025, the province’s pledge financing volume for patents and trademarks reached RMB 398.21 billion, effectively alleviating financing difficulties for micro, small, and medium-sized enterprises (MSMEs). Additionally, IP securitization was advanced, with a cumulative issuance of 141 securitized products totaling over RMB 23 billion.

  Deepening the synergy and integration of innovation elements. The Guangdong-Hong Kong-Macao Greater Bay Area Cross-Regional Patent Transfer Cooperation Alliance was established along with specialized databases including an overseas patent repository, an overseas expert pool, a corporate demand database, and an investment project library, featuring 15,000 patents online. The 2025 University Scientific and Technological Achievements Fair was successfully held, achieving 1,361 transactions with a total value of RMB 7,244 million. Brand events such as the “University Scientific and Technological Achievement Commercialization Roadshow Competition” were organized to promote patent commercialization across Guangdong, Hong Kong, and Macao. Additionally, the National Intellectual Property (IP) Operation (Shenzhen Hetao) International Transformation Pilot Platform was established. A total of seven national-level IP operation and trading platforms and 20 IP operation centers for key industries were built. A comprehensive, multi-tiered service support network took shape.

  Advancing IP empowerment for rural revitalization. Guangdong advanced the construction of six national geographical indication (GI) protection demonstration zones, including Guangdong (Xinhui), with high standards. Two national GI product demonstration zones, namely, Guangdong (Luoding) and Exocarpium Citrus Grandis, successfully passed the acceptance inspection by the CNIPA. The province took the lead nationwide in achieving the comprehensive conversion of 63 agricultural product GIs into GI-protected products, ensuring the effective implementation of GI product protection and unified GI recognition. The province promoted the use of specialized GI logos, with a cumulative total of 2,925 GI product operators authorized to use them. The “GI-driven Rural Revitalization Project” was implemented, with the innovative launch of GI-featured town and subdistrict development initiatives. Focusing on six selected towns and subdistricts at different stages of GI product development, the province adopted a “one town, one strategy” approach to integrate resources such as IP, standardization and certification, and food testing, thereby streamlining the entire process from cultivation and production to distribution and consumption of GI products.

  VI. Optimizing Service Supply to Expedite the Improvement of Public IP Services

  Continuously improving the public IP service system. Efforts were made to encourage the establishment of public IP service centers across prefectures and cities. To date, one provincial-level comprehensive institution and 21 municipal-level institutions have been established, achieving full coverage of service nodes at the municipal level. Across the province, a total of 13 Technology and Innovation Support Centers (TISCs), six university-level national IP information service centers, 15 national-level IP information public service outlets, 25 provincial-level IP information public service outlets, 22 trademark business acceptance windows, and seven patent agency service stations have been established. Additionally, a number of collaborative IP operation centers have been established in key industrial parks. Public IP service outreach events were organized for enterprises, serving a total of 21,512 enterprises throughout the year, with participation from 607 public service institutions.

  Enhancing public IP service capabilities. Pilot programs were implemented to leverage public IP services in supporting breakthroughs in key and core technologies, focusing on technical fields such as nuclear power and new energy. Relying on leading manufacturing enterprises in key industrial chains, pilot projects were launched to encourage the establishment of a “one-on-one” and “companion-style” service model which can assist in overcoming critical technological bottlenecks. The supply capacity of IP information and data was continuously improved, The functions of the Guangdong-Hong Kong-Macao Greater Bay Area IP Big Data Integrated Service Platform and the EU Trademark Search System were enhanced. The integrated big data service platform introduced a deep learning-based intelligent patent interpretation feature, making it the first public IP service platform in China to incorporate AI applications. The platform provides free access to the queries of 15 categories of IP data including global patent data, sharing data in 23 batches with 18 provincial- and municipal-level entities across the province. The cumulative number of data calls for the year exceeded 8.8 million, with more than 69 million data entries. Additionally, the Second Guangdong Provincial Patent Search Competition for Public IP Service Institutions was successfully held.

  Promoting the development of the IP service industry. Three national demonstration and pilot zones for high-quality clustered development of the IP service industry were cultivated and established in the Guangzhou Development District, Futian District in Shenzhen, and Yuexiu District in Guangzhou, ranking first in the country in terms of quantity. Supervision over the IP service industry was strengthened by conducting “double-random, one-public” inspections of IP agencies and implementing credit rating management for patent and trademark agencies. A cumulative total of 156 patent agencies and 1,041 trademark agencies were inspected. A pilot credit rating management program was launched for 1,774 trademark agencies and 2,992 trademark agents across the province.

  VII. Serving Open Development and Continuously Deepening IP Exchanges and Cooperation

  Strengthening Guangdong-Hong Kong and Guangdong-Macao IP cooperation. A cumulative total of 455 such cooperation projects were implemented. Coordination with the IP authorities of Hong Kong and Macao was enhanced. A series of branded events were jointly organized, including the Greater Bay Area IP Trading Expo & International Geographical Indication Products Trading Expo, the High-Value IP Cultivation and Planning Competition, and the IP Talent Development Conference. These initiatives have led to the exploration and establishment of a new model for translating IP into practical outcomes, centered around “talent + IP + project”. The Guangdong-Hong Kong-Macao Greater Bay Area Sub-Forum was held during the 15th Business of IP Asia Forum in Hong Kong to facilitate cross-border IP transformation and application. The Guangdong-Hong Kong-Macao Youth Trademark and Brand Boutique Course was developed to deepen exchanges among young IP talents in the Greater Bay Area. The integration and mutual recognition of IP services in the Greater Bay Area were promoted. The pilot program for prioritized examination of invention patent applications filed in the Chinese mainland by applicants from the Hong Kong and Macao Special Administrative Regions (SARs) continued to be implemented. The Shenzhen Intellectual Property Protection Center launched a fast-track patent pre-examination service for innovation entities from Hong Kong. In collaboration with the Economic and Technological Development Bureau of Macao, Guangdong established Macao Special Administrative Region IP Inquiry Points at 24 IP government service windows across the province. Furthermore, an email consultation service for patent inquiries in the Chinese mainland was set up in collaboration with the Intellectual Property Department of Hong Kong.

  Actively engaging in international IP exchanges and cooperation. Exchanges and cooperation with the World Intellectual Property Organization (WIPO) were strengthened to facilitate the successful hosting of the WIPO IP Summer School at Sun Yat-sen University, which effectively promoted dialogue and mutual understanding among young professionals in the international IP community. The 2025 Guangdong International IP Study Camp was organized to jointly advance IP collaboration. The International Symposium on Trade Secret Protection was hosted. A total of 20 international service agencies were introduced to settle in the International IP Service Hall in the Knowledge City, facilitating the establishment of a joint laboratory between enterprises in Huangpu District and a research institute in Singapore. Furthermore, judges were selected to participate in exchange visits to institutions such as the Unified Patent Court (UPC) in Europe, where they shared the latest practical achievements in China’s IP adjudication.

  Strengtheningoverseas IP compliance for enterprises. Guangdong advanced the revision, promotion, and implementation of its local standard, Standards for International IP Compliance Management of Enterprises, providing specialized services such as IP risk diagnosis and compliance system development guidance for export-oriented enterprises, and guiding them in establishing and improving their overseas IP compliance management systems. The province actively carried out risk identification and governance for IP at international exhibitions, establishing a full-cycle service mechanism that includes pre-exhibition risk early warnings, rapid rights protection during exhibitions, and post-exhibition reviews and summaries, thereby supporting enterprises’ participation in exhibitions. The awareness of overseas IP protection among enterprises was continuously enhanced. In 2025, Guangdong organized over a hundred specialized training sessions and policy briefings on overseas IP protection, serving enterprises by over 10,000 instances. The 2025 Guangdong Compliance Risk Identification Initiative for the Overseas Expansion of Cultural Industries was launched, which offered professional guidance and strategic recommendations to enterprises regarding overseas IP protection and risk management in international operations.

  VIII. Strengthening the Cultural Foundation to Continuously Improve the Humanistic Environment for IP

  Strengthening the development of IP talent pool. The Guangdong Administration for Market Regulation (Guangdong Intellectual Property Administration) reinforced the development of a technical investigator team for administrative IP protection, enhanced the capabilities of personnel for rapid and collaborative IP protection, and strengthened the supply of IP professionals for overseas operations. The Guangdong High People’s Court organized training courses on IP adjudication. The Guangdong People’s Procuratorate held joint specialized training sessions on IP for procuratorial organs across the province. The Department of Science and Technology of Guangdong Province stepped up efforts to train technology managers. In 2025, it conducted 36 training sessions at two national talent training bases for technology transfer and training 2,218 individuals in technology transfer, bring the cumulative total to 8,174 individuals trained. The Health Commission of Guangdong Province formulated and issued the group standard, Training Outline for Technology Transfer Talent at Hospitals, providing standardized guidance for talent development. The Guangdong Copyright Administration formulated the Management Measures for the Guangdong Provincial Copyright Expert Database (Trial), established the first provincial-level copyright expert database in China, and recruited 102 experts in administrative, judicial, academic, and practical fields from across society. The Guangdong High People’s Court and the Guangdong Intellectual Property Protection Center conducted research on litigation involving overlapping criminal and civil IP cases and on legal issues related to overseas IP for technology innovation enterprises, with relevant research achievements being recognized as outstanding national research outcomes. A cumulative total of 611 individuals across the province obtained professional titles in IP, including 117 with senior titles.

  Creating a strong IP cultural atmosphere. The “4•26 IP Publicity Week” event was held, during which the “Top 10 IP Events”, “Grassroots Reform and Innovation Initiatives”, and typical IP cases in Guangdong for 2024 were released, fostering a vibrant IP cultural atmosphere. The Seventh Guangdong Provincial University Students’ Copyright Knowledge Speech Contest was held to instill values of respecting copyright and advocating for innovation. Assistance was provided to the CNIPA in organizing a media tour and a press conference on “IP Supporting High-Quality Development in the Guangdong-Hong Kong-Macao Greater Bay Area”, enhancing the dissemination and influence of IP stories from the region. The two cases, “Guangdong Province Enacts Specialized Local Copyright Regulations: The Regulations of Guangdong Province on Copyright” and “Dongguan City in Guangdong Innovatively Introduces Trendy Toy Copyright Loans to Boost Industrial Development” were selected as typical cases in the second batch of model practices for boosting China’s strength in copyright. The Guangdong High People’s Court released the White Paper on Judicial IP Protection in Guangdong Courts for the 16th consecutive year, along with the annual Top 10 IP Cases handled by courts in the province. The Guangzhou Intellectual Property Court selected and released typical cases of serving and supporting new quality productive forces for the first time. The Guangdong People’s Procuratorate released information on the comprehensive IP protection by procuratorial organs in Guangdong, along with 10 typical cases and cases of serving and supporting the development of new quality productive forces. The Guangdong Provincial Public Security Department released the top 10 typical cases of combating IP infringement crimes by public security authorities in Guangdong. The Department of Justice of Guangdong Province incorporated the promotion of IP laws and regulations into the province’s key tasks for legal publicity and law-based governance and organized the “Seven Entries” campaign for IP legal publicity to further enhance IP protection awareness across the province.
